service in that territory.

This being the case he is

pensionable

clearly ineligible for the payment of £149.10.0. from

Subhead F suggested in your official letter of 21st

December 1932, as this Subhead is available only to meet

payments which would have been made from Wei-hai-Wei

funds prior to the rendition in respect of prasulable

service in that territory. As the Colonial Office have

said that his service in that territory was not pension-

able I cannot understand why this payment from Subhead F

is now proposed, and should be grateful if you would

explain. I may add that I have made prolonged research

into the papers dealing with Russell Brown's appointment

to Wei-hai-Wei and cannot find any evidence that there

was any intention that this service was to be pensionable;

it appears indeed from other papers dealing with Wei-hai-

Wei that under the Pension Ordinance of that territory

there was no provision for the payment of pension to the

Commissioner.
